#FactOfTheDay 23/01/2018: The European parliament takes care of the ‘Spitzenkandidat’ for 2019

Major ideas of institutional reforms will be on table before European Parliament election who stand in May 2019. One of them, the ‘Spitzenkandidat’, needs the support of the European Parliament (EP) to select the Commission President. In fact, today, the Committee on constitutional affairs of the European Parliament (AFCO), debated to reform the next election process. “The committee will vote Tuesday on the provision, included in a report on the Revision of the framework agreement on relations between the European Parliament and the Commission, as a way to institutionalize the Spitzenkandidat process”. Thereby, “The European Parliament will be ready to reject any candidate in the investiture procedure of the Commission president who was not appointed as a Spitzenkandidat in the run-up to the European elections, according to a compromise amendment”.

The purpose of the report voted this Tuesday by AFCO “is to put pressure on the European Council (made up of EU leaders) who may wish to backtrack on the Spitzenkandidat process in favor of a more opaque system for selecting the Commission president that gives them more behind-the-scenes power”. The report was approved by 17 MEPs and put pression directly on the other European institutions, and give the opportunity for the European Parliament to reject any candidate.

The report and the amendments will be discussed during the next EP plenary session, on 7th February. Moreover, the institutional reform will be also on the table of EU leaders’ during the next meeting of the European Council, on 23th February in Brussels.

Others institutional reforms will impact next EP election.
